In his previous role as Accenture's Senior Director of HR Strategy and Enablement, Rahul led a three-year global HR transformation and innovative initiatives including industry-academic training programs for HR professionals across India, the Philippines, China, South Africa, and Europe. While serving as Accenture India's first HR Director, from 1999 to 2007, the company grew from a niche management consulting firm of 200 to a multi-business organization with 37,000 employees. This historic organic growth story became a Harvard Business School case study and earned Accenture recognition for HR thought leadership globally. Rahul first joined Accenture in 1994 on the India HR team.

Rahul is a frequent speaker at conferences in the US, Asia, and Europe on a range of talent and development issues. His team has won dozens of learning awards, including top rankings on the prestigious CLO magazine LearningElite Award.

Rahul earned his Master's degree in Personnel Management (MPM) from Symbiosis Institute of Business Management, Pune, and has a BA with honors in Economics from Kirori Mal College, University of Delhi. He serves as an independent director on the board of Madura Microfinance Ltd., a leading microfinance, micro-education and micro-markets company in India. Rahul lives in Singapore with his wife and their dog, Kulfi, perhaps the world's only German shepherd named after Indian ice cream. He enjoys walking in the mountains, philosophy and single malt whiskey.

Dr Sarojni Choy is a senior lecturer of adult and vocational education at the Griffith University. Her responsibilities include teaching graduate and post graduate courses in adult and vocational education, and supervising postgraduate student research. She currently teaches Workplace Learning, Curriculum Development in Adult and Vocational Education, and Research in Adult and Vocational Education. Dr Choy has worked in the adult and vocational education area for over 20 years.

Her research and writing activities focus on the foundations of adult learning, workplace learning, employment based training, continuing education and training, and workforce capacity building. She is the PhD and MPhil convenor in the School of Education and Professional Studies at Griffith University. She is competent in both, quantitative and qualitative research methods.

Selena's major vocational education research interests are strongly interconnected with her work. She has undertaken several projects funded by Ako Aotearoa (the NZ Centre for Tertiary Teaching Excellence on apprentices 'learning a trade' and 'situated technology-enhanced learning'.

Selena has published various book chapters and journals including the Asia-Pacific Journal of Teacher Education; International Journal of Training Research; Journal of Vocational Education and Training; and Vocations and Learning: Studies in Vocational and Professional Education. Recent topics include the use of technology in enhancing vocational learning; research methods suitable for studying the multimodalities of workshop and work-based learning; and occupational identity formation as apprentices become trades people and trades people become teachers.

Her sustained contributions and dedication have been recognised with various awards, notably, the NZ Prime Ministers supreme Excellence in Tertiary Teaching award in 2007.

Dr Lee Tsao Yuan coaches CEOs and senior managers, both individually and in teams, in the Asia-Pacific. Companies have engaged her to help in leadership behavior change and to act as a sounding board for their key senior executives. She has designed and implemented holistic, integrated leadership development projects for high-potentials using a Coaching-Learning-Application-Feedback (CLAF) approach.

She conducts professional coach training, mentor coaching and coaching supervision in Singapore and China. She also facilitates management workshops such as strategy development retreats, using group coaching and group process facilitation methods.

Dr Lee's professional experience spans the private, public, political and academic worlds. She was formerly a faculty member of the Department of Economics, National University of Singapore. She then joined the Institute of Policy Studies and was there for ten years, as Deputy Director and Director. During this time, she was also a two-term Nominated Member of Parliament.

Her corporate experience includes board directorships at Oversea-Chinese Banking Corporation Ltd and Keppel Corporation Ltd, NASDAQ-listed Pacific Internet Ltd as well as the Land Transport Authority and the Singapore Land Authority. She was previously involved in the management of SDC Consulting (now Capelle Consulting), and is currently a Non-Executive Director of Capelle Consulting.

Dr Lee is an ICF-credentialed (PCC) Certified Professional Coach and a graduate of several professional coach training programs. She recently obtained her Coaching Supervision diploma from the Coaching Supervision Academy. She has a Master of Organisational Leadership from Monash University (2012). She received her PhD in economics from Harvard University in 1982. She was a President's scholar with a First Class Honors degree in Economics and Statistics from the then University of Singapore.

Jix came from a delinquent and heroin addiction background. He had no qualification and was poor in the English language. He has worked as an odd job labourer in various industries. In 1978 his life had a transformation with a new meaning.

Workplace experiential learning and a community of people contributed significantly to his life, career and his learning development and transformation. Jix is a co-founder and managing partner of an insurance agency firm since 1990. Concurrently he was a managing partner for eight years with a firm that distributes and publishes children's educational books and games. He has also been involved in continuing education and training (CET), conducting workplace skills, inspirational, self-mastery and personal development topics. He has coached and assessed unemployed PMEs and has community experience in training 'youth- at-risk' and ex-offenders.

In 2009 Jix relinquished his managing role to pursue his passion in helping others through training. He is currently with IAL as an adjunct adult educator and a principal consultant guiding CET professionals in their career. He has a Diploma in Adult and Continuing Education, Diploma in TESOL and the ACTA qualification. He has trained with Kaplan Professional and Boxhill Institute as an associate trainer.

Military Expert 5 (ME5) Ryan Ng is currently Chief Instructor for Air Engineering Training Institute (AETI) School in the Singapore Armed Forces (SAF). He joined SAF in 1999 as an Air Force Engineer specialising in aircraft avionics. As Chief Instructor, he provides leadership in school curriculum design, learning technology development and training operations.

He holds a concurrent appointment as Head of Learning Technology Community of Practice (CoP) in Air Force Training Command. He received the SAF Learning Innovation gold award for his Virtual Hangar Trainer (VHT) project in 2013 and also a bronze award and commendation award for other learning technology projects.

Prior to his appointment as Chief Instructor of AETI School, he had served as Officer Commanding for the F-16 maintenance squadron and Avionics Staff Officer in the Ministry of Defence.

ME5 Ryan received a B. Eng (Hons) in Electrical & Electronics Engineering from Nanyang Technological University in 1999, a Master in Business Administration from Helsinki School of Economics in 2009 and a Specialist Diploma in Learning Sciences jointly accredited by National Institute of Education and Nanyang Technological University in 2013.

He had presented his paper at the 55th International Military Testing Association (IMTA) Conference in Korea and ITEC 2014 in Germany.

Nelson R González is Co-Founder/Chief Strategy Officer of Declara, a Silicon Valley-based global collaborative learning analytics platform.

 

Nelson was Founder/CEO of Advent Strategy, a global firm that blended innovation and design with business strategy analytics. He was Chief Strategy Officer at the Stupski Foundation, where he created a campaign to redesign public education systems across eight US states. Nelson also served as Director at the Royal Institution World Science Assembly, which led breakthroughs in pandemic preparedness in collaboration with global pharmaceutical and multilateral institutions.

Nelson has advised the Colombian President and the CEO of Burberry on innovation practices, and managed the campaign of Afghan Finance Minister, Ashraf Ghani, for UN Secretary General. He has developed social impact strategies and portfolios for dozens of global investors with aggregated assets in the tens of billions of dollars.  Nelson began his career as an analyst for the British Royal Household in London and for the intelligence desk of Booz Allen Hamilton in Washington, D.C.

 

Nelson serves on several boards in the private and public sectors. He did his doctoral work at the London School of Economics in political science, and studied at Oxford University and Amherst College, where he graduated with high honors.

Her specific fields of interests are qualification and certification concepts in VET and the impact of technological change regarding the Vocational and Training System in Germany. Her work is based on educational and social research and refers to Activity Theory. A methodological emphasis lies on the combination of different qualitative research methods.

Lieutenant Colonel (LTC) Ho Mee Yin is currently Head of Curriculum Development Branch at the newly formed Centre for Learning Systems (CLS), SAFTI Military Institute (SAFTI MI) in the Singapore Armed Forces (SAF). She spearheads the curriculum transformation initiative in the SAF to bring about changes in instructional practices across training institutes in the three Services (Army, RSN and RSAF) of the SAF. As part of this transformation, LTC Ho not only formulates training curriculum related policies and plans, she also collaborates closely with training institutes to develop curriculum transformation plans, re-design course curricula and lessons, and integrate the use of technology. The conceptualisation and implementation of the Learner-centric Curriculum Development (LCCD) model and the Link-Explore-Apply-Present (LEAP) lesson design framework are manifestations of her deep expertise and vast ground experience in leading this initiative for the SAF.

LTC Ho holds a Master of Arts in Instructional Design and Technology from National Institute of Education, Nanyang Technological University, Singapore and a Bachelor of Science (Hons) in Information Technology and Computing from The Open University, United Kingdom. She is also a certified Arbinger Facilitator to conduct in-house workshops for the SAF.

Poi Shan is presently a Principal Learning Designer at the Institute for Adult Learning (IAL) and spearheads the design of learning solutions to develop and enhance facilitation capabilities in the training and adult education sector. She conceptualised and developed a WSQ Specialist Diploma in Advanced Facilitation that adopts blended learning and integrates both vertical technical expertise in facilitation and horizontal enabling skills such as professional branding to enhance employability and professionalization of practitioners.

She also advocates design and piloting of innovative pedagogical approaches and designed Massive Open Online Courses (MOOC) on diverse topics such as e-facilitation and conversation skills which adopt game-play, real-time decision-making, and meta-feedback for enhanced learner interactivity and engagement. Besides developing programmes and courses, Poi Shan takes a keen interest in designing research that enables holistic profiling of facilitation capabilities. She is leading the development of the Learning Facilitation Competency Instrument, a validated competency tool that enables trainers to diagnose and benchmark their facilitation capabilities and augment quality assurance processes in training organisations. A certified Business Design facilitator, Poi Shan also infuses design thinking principles in her practice and has worked with different corporations to use design thinking to tackle complex business challenges.

Gopinathan has more than 20 years of work experience in both private and public sector organizations. He is an adjunct lecturer at Nanyang Technological University (NTU) and is a Principal Consultant. He has co-facilitated workshops on Communities of Practice (CoP) and Knowledge Management (KM) for several organisations, including Ministries and Statutory Boards in the Singapore Public Service.

Gopi provides consulting support to help organisations launch CoPs and implement KM initiatives. He lectures for the Master of Science (KM) programme offered by NTU. Gopi is a certified corporate KM trainer by Knowledge Associates Ltd, Cambridge UK and has developed and delivered KM training courses for several organisations. He is trained by American Productivity Quality Centre, a leading centre in KM research and benchmarking, on its consulting approach, products and services.

His recent achievements include the development of a KM roadmap for the Singapore Public Service. He has also published a KM Field Guide which provides a point of view on how KM can be practiced effectively in the Singapore Public Service. He has also mentored government officials from Abu Dhabi, Brunei, Indonesia and Sri Lanka on KM. A speaker at several conferences and seminars, Gopi is often called upon as a resource person for KM and CoP within the Singapore Public Service.

Buay Choo is the Deputy Chairman of the Instructional Design Special Interest Group of Adult Education Network. She has been in the education sector for more than two decades, beginning as a teacher and Head of Department for Information Technology & Media in a primary school, before moving into the Educational Technology Division of the Ministry of Education, Singapore, providing advice and training to Schools in the integration of ICT into teaching and learning. Currently, she is with a vocational educational institution, leading the provision of teacher training and learning design at both the curriculum and learning materials levels for vocational and technical trainers, in Singapore and the Asia region.

Buay Choo holds a Master of Arts in Instructional Design and Technology and a Graduate Diploma in Human Resource Management. She has presented papers on instructional design at international conferences such as EdMedia, Elearn and International Conference for Educational Technology, and co-published a book chapter on developing instructional designers through Communities of Practice.

As the Chief Learning Architect of Kydon, David assists organisations establish the structure of their knowledge and learning systems. In Singapore, Kydon's clients include MINDEF, MHA, PMO, SSC, WDA, MDA, at-Sunrice Global Chef Academy, NEC, SATS etc.

David spent the first half of his career in the Army, where his most notable contribution was the landmark LEARNet project that revolutionalised the way knowledge acquisition and distribution took place. The success of the project resulted in the defence ministry securing the coveted Most Admired Knowledge Enterprise (MAKE) award in 2011. David was subsequently awarded the Defence Corporate IT– Special Recognition (Individual) Award in 2012.

David holds a MSc in Instructional Systems from Florida State University under the Defence Ministry's first training development Postgraduate Award, a Graduate Diploma in Leadership and Organisation Development (L&OD) from the Civil Service College, and a certificate of Leadership in Education (LEP) from NIE. David was commissioned from the Royal Military College (Duntroon), and was awarded the Command and Staff College Distinguished Graduate Award.

Having spent 15 years pursuing his career in 4 different countries, Raja realized that existing talent development practices do not sufficiently meet the requirements of the industry nor does it fulfil the career aspiration of individuals.

It is attributed to the fact that education institutions today provide a breadth of knowledge that lacks the depth to equip individuals (fresh graduates) with the skills to excel in their job within a shortest period of time.

Driven by his motivation to create an education system, which makes learning more relevant and practical, he joined the education and training industry in 2008. He gained first-hand experience in delivering and managing TAFE and CET programs. Combining his skills in Adult Training, Education Technology and Product Management, he formulated education models that are differentiated by design, innovation and outcome.

Raja now heads the Product Management Division at Lithan Education Group where he enjoys fostering innovative learning practices for high demand and high growth professional communities in Asia. He launched Cooperative Education Model individualized to the needs of the learners using a combination of Competency based Curricula and Experiential learning offered through a Flipped Classroom methodology.

Dr Joyce Tan establishes and builds professional development programmes for local Adult Educators through local and international partnerships. She also facilitates the realisation of the Adult Educator Professionalisation agenda through evidence informed policy and developmental practices. She previously served as a Research Fellow at IAL's Research Division where she focused on studies related to the ways in which professionals engage in lifelong learning and career transitions. Joyce holds Bachelor and Master degrees in Linguistics and a Post-graduate Diploma in Education. She completed her PhD at the Institute of Education in 2013 where she explored as part of her thesis, the role of occupational mobility in the contemporary economy.

The Centre also conducts research to support policy and practice and looks at innovative strategies to help the literacy learners acquire language better. Prior to joining IAL, she was working on the development and implementation of the workplace literacy program at WDA. She was also an English Language Teacher in Singapore and in Japan.

She holds a BA in English Language and Japanese Studies from the University of Singapore, and is currently pursuing a Masters in Lifelong Learning from the Institute of Education, University of London.

Joan also has many years of strategic and tactical human resource experience as a Human Resource Generalist. She spent a large part of her career with Stolt-Nielsen Singapore Pte Ltd. She was leading the HR function, handling employee relations and staffing functions for the Asia Pacific offices. She thus has a good understanding of HR issues and challenges.

Joan has a Master of Arts (Lifelong Learning), awarded with Distinction in 2012 from the University of London and Institute for Adult Learning. She completed her undergraduate study at the National University of Singapore and graduated with a Bachelor of Business Administration.

She is confident and is people oriented with great interest in talent identification and development, building on people's strength and is passionate in nurturing talents. She also has a strong interest in delivering and facilitating training programs.

Wee Chee began his career in Ministry of Education (MOE), Singapore, where he became first a Head of English Department before heading an innovation unit in HQ MOE. Wee Chee then taught in the School of Communication, Arts and Social Sciences (CASS), Singapore Polytechnic, specialising in innovation and communication skills.

Wee Chee holds a Master in Training and Development from Griffith University, Australia, where he graduated with an award in Academic Excellence. Michael Choy is an experienced adult educator and researcher in the area of learning design and development. Having started as a psychologist in Ministry of Education, he has worked with numerous students with learning difficulties such as dyslexia, autism and hyperactivity. Subsequently, he branched out into adult learning more than 14 years ago, training more than 4000 adult educators and teachers across China, Indonesia, Malaysia and Singapore in the area of learning styles, design skills and pedagogy. He has been with the Institute for Adult Learning, WDA, as Assistant Director, Learning and Professional Development Division for the past 5 years. Having just handed over his portfolio as Head, Design and Development Unit, he has taken on the task to spearhead special initiatives pertaining to CET development. Specifically, he is the lead looking into the adoption of MOOC (Massive Online Open Courseware) and e-learning for IAL and training providers in Singapore.

Weelai began her career in the construction industry as a draughtswoman and quantity surveyor for plumbing and sanitation systems; she was a PUB licensed plumber. In 1986 recession hit that industry and she became unemployed for a year. In 1987 she switched career and became a kindergarten teacher.

In her 26 years (in the early childhood care and education sector) besides managing preschools she was concurrently involved in continuing education and training. She did professional leadership and curriculum development, training and mentoring teachers, principals and curriculum specialists of the International Baccalaureate Primary Years Programme (PYP). She has facilitated teacher education programmes from certificate to bachelor degree level.

She was involved in managing processes and compliances concerning CPE,CIR, MSF audit and Universities programme partner's audit while serving as an assistant professor heading the faculty at Asian International College (AIC, an ATO). She coached and mentored programme directors and was a member of AIC's academic and examination board. Concurrently, she was a research fellow at Curriculum Innovation Research Centre (CIRC). Both owned by Knowledge Universe Holdings.

Weelai joined WDA in 2014 as a Deputy Director of the Quality Assurance Division. She has a Doctorate in Education and is a recipient of the Singapore 2004 Lifelong Learner Award (WDA & Mediacorp).

Helen’s research interests and publications cover professional learning, work and workplaces as learning environments, elearning, CBT, curriculum, and generic skills. Helen has worked for TasTAFE (the Technical and Further Education Institute), run her own training and development business, been a national industry training officer for the Trade Union Training Authority, worked as a training and workplace change officer for Tasmanian unions and taught in secondary schools.
